Not every stress break has this as an available option, and it is only shown if there's any chance of success in the first place. The selection process typically happens when a character has a stress break and selects the "Look for a spren" option. Some things can affect your compatibility with every order, such as having high tyranny, while other things only affect your compatibility with certain orders, such as criminals being shunned by the Order of Skybreakers. The more compatible you are, the more likely you are to be offered membership in that order.
